A very moving story that ultimately adds fuel the problem of how taxpayer dollars are spent. Certainly public funds can be allocated in a more humane way, and we will all be the better for it.

Unfortunately, Carl Siciliano has to scramble to protect these kids. Doesn't say much for our priorities.
